Report summary
This follow-up report summarises our evaluation of our Spotlight on noise complaints, Time to be Heard, which we published in October 2022.
We contacted landlords who had attended our initial webinar and all landlords who had featured in the report.
We also contacted an additional 5 landlords who had not featured in the report but have had an increase in their maladministration rate regarding noise or anti-social behaviour (ASB) complaints. All five of these landlords responded.
What is in the report?
We asked landlords what changes or improvements they had made, or intend to make, as a result of the Spotlight report and its recommendations. We have set out the themes identified from the evaluation and highlighted areas of practice which landlords feel have been successful. This will be explored more in our Centre for Learning resource materials.

Spotlight on: Noise complaints – time to be heard
At the heart of our findings in this report is a fundamental unfairness: most noise reports concern household noise rather than anti-social behaviour (ASB), and yet most landlords handle it under their ASB policy.
Spotlight on attitudes, respect and rights
We have released our Spotlight report on attitudes, respect and right - relationship of equals, calling for a Royal Commission to create a long-term plan for social housing after finding that current approaches for the sector are not working for residents with a vulnerability.
