Background

1. The resident submitted a Right to Buy application in November 2024.  She did not get a receipt to show when she submitted the application. Changes were made to the Right to Buy scheme on 21 November 2024. The resident complained that the changes to the scheme were not appropriately communicated and that she was no longer eligible for the same level of discount.

2. The complaint is about the landlord’s response to the resident’s concerns about changes to the Right to Buy scheme.

Our decision (determination)

3. After considering the evidence, we have found the complaint is outside our jurisdiction. As a result, we have not investigated the resident’s complaint.

Reasons

4. We are not free to investigate every complaint referred to us. Our Scheme rules say we may not investigate complaints which fall properly within the jurisdiction of another Ombudsman, regulator or complaint-handling body.
5. The resident’s complaint is about the Right to Buy scheme with a local authority landlord. This means any associated complaint falls within the jurisdiction of the Local Government and Social Care Ombudsman (LGSCO). Therefore, we have no jurisdiction to investigate this. The resident may wish to contact the LGSCO for further assistance with their complaint.
