A Memorandum of Understanding (MOU) is a document that explains what 2 or more organisations have agreed to do. It explains how they will work together.

Memorandum of Understanding (MoU)
The Memorandum of Understanding (MoU) is based on the relevant provisions in the Localism Act 2011.
While this MoU does not create or impose legally binding rights or obligations, both organisations are committed to working in accordance with it.
Each organisation will take steps to ensure their staff are aware of what is in the MoU. They will keep staff updated about it, and about the responsibilities it places on them.
Both organisations have published the MoU on their websites.

The Memorandum of Understanding (MoU) sets out the functions of each organisation.
It explains how the 2 bodies will work together and communicate with each other in carrying out their roles.
It clarifies any overlap in the jurisdiction to ensure that it is clear to both organisations which complaints they will deal with.
The Regulator of Social Housing (the Regulator)

The Regulator of Social Housing and the Housing Ombudsman have different functions and statutory remits. We have arrangements in place for how we work together.
This Memorandum of Understanding (MoU) sets out a new framework of communication, cooperation, and exchange of information between us and the Regulator.
